I think you might need a dot "." in there to
accept any length:

dialplan.1.digitmap="*xxx|*xxxx|[2-9]11|0T|011xxx.T|[0-1][2-9]xxxxxxxxx|[2-9]xxxxxxxxx|[2-9]xxxT|xxxT"
dialplan.1.digitmap.timeOut="3"
