Basically, it would be a totally different system running Asterisk with
AGI scripts and monitoring other systems (Web Servers, FTP, SMTP). Not
specifically monitoring ports (80, 21, 25) but whole system. If system
timeouts then AGI scripts are triggered and notify system admin.
You'd be better to monitor using something like Nagios or one of the other open-source monitoring systems, then have the notification script (which should be customizable in your monitoring system) write a .call file to make Asterisk dial out and tell the sysadmin.
To use the Asterisk dialplan to schedule and cycle checks of services ..... erm..... no.
