7940 and 7960 use this format of XML file (probably the same on 7970)

<CiscoIPPhoneDirectory>
<Title>Employee directory</Title>
<Prompt>Open Source Rock</Prompt>
<DirectoryEntry>
<Name>Employee A</Name>
<Telephone>7001</Telephone>
</DirectoryEntry>
<DirectoryEntry>
<Name>Employee B</Name>
<Telephone>7002</Telephone>
</DirectoryEntry>
</CiscoIPPhoneDirectory>

Check also Open 79XX XML Directory : http://web.csma.biz/apps/xml_xmldir.php

hope that help
